Al. I have no clue about the rules on state land but with fedral land you need permission for anything to do with trails. for example if the trail is  natural trail that just appeared from use then it is not an official trail. Get caught doing trail work on  that puppy and you will be charged with constructing an illeagle trail and will go to federal prison..    Try to get permission to construct a trail and it will take an insane ammount of effort, an enviornmental impact study that takes several years, an enginering plan that costs thousands of dollars, archiological study and god knows what else. the projected cost for the 100m climbers approach trail @ deer leap was $85,000

I am all for erosion control and taking the best care of our natural resources as we can without just leaving them alone to enjoy from distance in a hands off manner.

On the other hand Rumney is a clear example of humans trying waaaay to hard and making a bigger mess. Just my two cents on the subject, I feel this way about much of the development you will find in the woods of New Hampshire though.
