I Vaguely remember discussing this with an offroad club I was affiliated with both in MA and NH. IIRC there was no liability unless a fee was charged. That was a few years ago so that may have changed
It is an insurance issue. They had some wiring stolen from some construction vehicles and went to get the insurance money and were denied because the area was not locked down. So they have to keep the whole area locked down. Eric Eisele is the Access Funds regional coordinator, so he would be the person to talk to.
